Functional programme (PFU) and design advisory
Before a design exists, you must clearly describe what is to be built and why. We prepare functional programmes (PFU), concepts and analyses that let local governments and investors start an investment on solid foundations — and run a tender procedure.
What a PFU is and when it is needed
A functional programme is a document describing the requirements for an investment; it is the basis for, among others, the „design and build” formula. A well-prepared PFU reduces risk, costs and disputes at later stages.
What we prepare
A functional programme, an architectural concept, location and programme analyses, cost estimates and a schedule. We advise on the choice of functions, standard and phasing of the investment.
Experience in complex facilities
We specialise in highly complex facilities — aquaparks, pools, public buildings — where a good PFU is the hardest and most important. We use the same experience in dual-use buildings (recreation + civil protection).
For local governments
We support cities and municipalities at the earliest stage — so the investment is feasible, funded and compliant. We can then run the design and supervision.

FAQ
What is a functional programme (PFU)?
It is a document describing the requirements for an investment, forming the basis for the „design and build” formula and for a tender procedure.
When is a PFU needed?
Most often when a local government or investor wants to run a „design and build” tender or start planning a complex public investment.
Do you prepare a PFU for an aquapark or pool?
Yes. It is our specialty — we prepare PFUs and concepts for aquaparks, pools and other complex public facilities.
How does a PFU differ from a design?
A PFU describes requirements (what and why), while a design is the specific architectural and technical solution. The PFU comes first.
